When Allah SWT submitted his message to Heaven, Earth and Mountains, they apologized for not being able to accept it. They know that it is so heavy that they fear the consequences. But when Allah (SWT) offered this to Adam, the offer was accepted. That is because of his stupidity and desire to get rewards from Allah SWT. This is explained in Al-Quran Surat Al-Ahzab Verse 72:

إنا عرضنا ٱلأمانة على ٱلسموت وٱلأرض وٱلجبال فأبين أن يحملنها وأشفقن منها وحملها ٱلإنسن إنه كان ظلوما جهولا 72

"Indeed, we have revealed the message to the heavens, the earth and the mountains, so all are reluctant to carry that message and they are afraid of betraying it, and that the mandate will be borne by humans. Truly humans are very wrong and very ignorant. "

That mandate means "full faith which includes the Shari'a and morals." Ibn Abbas interpreted the "mandate" as "Obedient". Obedience means carrying out all the commands of Allah SWT, and avoiding all the prohibitions. Obedience is what is called complete faith. So it is called mandate.

When Adam, as the origin of man, accepts the message with all the risks, then Allah SWT will make bai'at / promise to every human being while still in the spirit realm. Allah SWT asked the whole spirit:

وإذ أخذ ربك من بني ءادم من ظهورهم ذريتهم وأشهدهم على أنفسهم ألست بربكم قالوا بلى شهدنآ أن تقولوا يوم ٱلقيمة إنا كنا عن هذا غفلين 172

"And (remember), when your Lord brought the descendants of the children of Adam from their sulbi and Allah took testimony to their souls (while saying):" Am I not your Lord? " They answered: "That's right (You are our Lord), we are witnesses". (We do this) so that on the Day of Judgment you will not say: "Indeed we (the children of Adam) are those who are unaware of this (oneness of God)"

Baiat / agreement is intended, so that humans after birth into the world or when the Day of Judgment comes there is no more reason to deny the mandate that has been received.
